Up to 25 people can gather in parts of New York that have entered the third phase of re-opening under a revised plan the governor announced Monday.

Gov. Andrew Cuomo said he relaxed the rules because of signs of a continued decline in hospitalizations and the percentage of new positive cases across the state. But Cuomo again urged local governments to enforce social distancing rules as videos of socializing New Yorkers failing to wear masks in public or stay 6 feet apart from others over the weekend circulate on social media.

Manhattan and Long Island’s tony Hamptons were singled out as problem areas by Cuomo, who said the state has received 25,000 complaints of reopening violations. He said the violations endanger the state’s fragile progress in the fight against COVOD-19 as it slowly relaxes restrictions enacted in March.

New York’s COVID-19-related hospitalizations are declining and the state recorded 23 deaths Saturday, the lowest one-day coronavirus death toll since the early days of the crisis.
